Caroline County, Maryland, is a rural Eastern Shore county with Denton serving as the county seat. The county’s judicial system produces records spanning criminal prosecutions, civil disputes, family law proceedings, probate matters, and property transactions. These documents constitute the official account of judicial activity in the county and are maintained by several distinct offices depending on the nature of the case. The primary custodian of trial court records is the Clerk of the Circuit Court, while the Register of Wills holds probate records, and the District Court maintains its own set of criminal and civil case files.

Locating court records in Maryland can be done through in-person visits to the relevant clerk’s office, public access terminals at the courthouse, and the state judiciary’s online tools. MarylandStateCourts.us offers a useful entry point for understanding how Maryland’s court system is organized and where publicly available case information can be found. The Maryland Judiciary also maintains a dedicated online case search platform that covers both circuit and district courts across all counties.

For online case lookups, the primary tool is the Maryland Judiciary Case Search, which provides public access to case records from both the District Court and Circuit Court systems statewide. Users can search by party name, case number, case type, or filing date. Note that access to certain records may be restricted based on case type or court order.

Additional avenues for case information include:

  • In person: Visit the Circuit Court Clerk’s office or District Court during business hours and request to review or copy case files. Bring identifying information such as party names, approximate filing dates, and case numbers when available.
  • By mail: Send a written request to the Circuit Court Clerk at 109 Market Street, P.O. Box 458, Denton, MD 21629. Include the case number, names of parties, type of record sought, and a self-addressed stamped envelope for return correspondence.
  • Historical records: The Maryland State Archives holds government records of Caroline County in electronic, microfilm, and original formats, including older Circuit Court records not available through the online case search system.

The Circuit Court Clerk’s office maintains separate extensions for different record categories: Licensing (ext. 11), Child Support (ext. 12/15), Criminal (ext. 14/16), Civil/Trust (ext. 17), Juvenile (ext. 18), Domestic (ext. 19), and Land Records (fax: (410) 479-1142).

Are Court Records Public in Caroline County?

Maryland’s Public Information Act (MPIA) establishes a broad right of public access to government records, including judicial records, subject to specific statutory and court-ordered exceptions. The Maryland Judiciary’s own rules on access to court records, which govern what Case Search displays and what may be inspected in court files, operate alongside the MPIA framework. As a general rule, civil, criminal, and traffic case information in the Circuit and District Courts is publicly accessible.

The following categories are restricted from public access, either by statute or court rule:

  • Adoption records — confidential under Md. Code, Family Law § 5-3B-29
  • Juvenile delinquency records — sealed under Md. Code, Courts & Judicial Proceedings § 3-8A-27
  • Emergency mental health evaluation records — restricted under Md. Code, Health-General § 10-631
  • Identifying information for victims, witnesses, and vulnerable individuals — redacted from publicly released documents
  • Records related to active criminal investigations — withheld when disclosure could compromise the case
  • Certain financial and medical records submitted in litigation

When a case file contains both public and restricted material, clerks will typically provide access to the public portions while withholding or redacting confidential elements. Requestors uncertain about the status of a specific record should contact the relevant clerk’s office directly before visiting in person.
