How to Look Up a Court Case in Cecil County?
Cecil County court cases can be located through online, in-person, mail, email, or fax channels. The method chosen will depend on the type of record and whether certified copies are needed.
Online Search
The primary statewide tool is Maryland Judiciary Case Search, which provides public access to case records from both the Circuit Court and the District Court. Users can search by party name, case number, or use the advanced search function to narrow results by court, case type, filing date range, or attorney. There is no charge to view docket information through this portal.
For land records, the MDLandRec.net digital repository maintained by the Maryland State Archives offers free access to deeds, mortgages, releases, and other instruments recorded by Circuit Court clerks statewide. Registration is required but free. Plat records may be viewed through PLATS.NET.

Copy Fees
Fees apply to all copy requests from the Clerk’s office:
- Certified copies: $5.00 plus $0.50 per page (criminal records); $5.50 per certified document (civil, marriage, land records)
- Regular copies: $0.50 per page
- Accepted payment methods: cash (in-office only), money order payable to “Clerk of the Court”, or credit card (Visa, Mastercard, Discover). Personal checks are not accepted.
Are Court Records Public in Cecil County?
Maryland law provides broad public access to government records. The Maryland Public Information Act (MPIA) establishes the right of any person to inspect and obtain copies of records maintained by state and local government custodians, including the courts. Requesters do not need to explain the purpose of their search.
The Maryland Judiciary also operates under its own access framework. Maryland Judiciary Case Search makes docket information publicly available, though certain case types are excluded in accordance with federal and state statutes and court rules.
Records that are restricted from public access include:
- Adoption records — sealed; accessible only by court order
- Guardianship cases terminating parental rights — restricted
- Juvenile delinquency cases — confidential
- Child in Need of Assistance (CINA) cases — confidential
- Emergency mental health evaluations — sealed
- Income tax returns filed in any case
- Financial statements filed in spousal or child support matters
- Physician reports on the medical condition of an alleged disabled adult
- Guardian reports on the property of an alleged disabled adult
- Actions for judicial declaration of gender identity — restricted
- Certain marriage license information — limited as provided by statute
Personal identifiers such as Social Security numbers may be collected by statute (for example, on marriage license applications) but are not displayed on the public record. The Clerk’s office will not provide legal advice regarding any records.
Cecil County Criminal Court Records
Felony charges and certain misdemeanor cases filed by the Grand Jury or the State’s Attorney are tried in the Cecil County Circuit Court. Statewide Criminal Background Checks
Maryland criminal history records are maintained by the Criminal Justice Information System (CJIS) Central Repository within the Department of Public Safety and Correctional Services. The Clerk of Court does not issue criminal history reports. CJIS fees include:

Cecil County Civil Court Records
The Circuit Court handles civil matters including divorce, child custody and support, foreclosures, mechanics liens, injunctions, torts, name changes, guardianships, adoptions, paternity, and appeals from the District Court. The District Court has limited jurisdiction over minor civil disputes, landlord-tenant matters, and small claims.

For divorce records, requesters must complete the Request for Certified Copy of Divorce Decree form and supply the names of both parties at the time of divorce, the filing or divorce date (approximate year at minimum), and the case number if known. Certified copies cost $5.50 each.

Fee waivers may be available for qualifying litigants. Maryland Legal Aid and recognized pro bono programs are exempt from prepayment requirements.
Land Records
Deeds, mortgages, deeds of trust, leases, and releases are recorded in the Land Records Department (Room 114). Copies may be obtained using the Request for Copies form for land records. Certified copies are $5.50 each; regular copies are $0.50 per page. Land instruments can also be viewed free of charge through MDLandRec.net after creating a free account.
Land recording fees in Cecil County follow the statewide schedule: $60.00 for instruments of nine pages or fewer involving a principal residence, $60.00 for other instruments under nine pages, $115.00 for instruments of ten or more pages, and $50.00 for releases of nine pages or fewer.
Cecil County Family Court Records
Family law proceedings in Cecil County — including divorce, child custody, child support, alimony, annulment, paternity, guardianship, and adoption — are heard by the Circuit Court. There is no separate family court division; these matters are processed through the Civil Department.
Divorce Records
To obtain a certified copy of a divorce decree, complete the Request for Certified Copy of Divorce Decree and submit it to the Civil Department in person, by mail, email, or fax. The cost is $5.50 per certified copy. Include the names of both parties at the time of divorce, the approximate divorce or filing date, and the case number if known.
Marriage Licenses and Records
Marriage license applications are received at the Licensing Department, Room 108, Monday through Friday from 8:30 a.m. to 3:30 p.m. Key requirements:
- Only one party is required to appear, but photo identification for both parties and all required information must be presented
- Fee: $30.00 (cash, Visa, Mastercard, or Discover)
- The license becomes effective at 6:00 a.m. on the second calendar day after issuance and remains valid for six months
- If either party was divorced or widowed within the last year, a copy of the divorce decree or death certificate is required
- Applicants may complete the marriage application worksheet in advance
- Non-residents unable to visit in person may use the Non-Resident Marriage Application
- Civil ceremonies performed by the Clerk cost $30.00 (Cecil County) and must be scheduled by calling (410) 996-5376

Adoption and Juvenile Records
Adoption and juvenile case records maintained by the Clerk of Court are not available for public inspection. Access to these records requires a court order.
Birth and Death Certificates
Birth and death records are administered by the Cecil County Health Department, not the court clerk. Appointments are required and may be scheduled by calling (410) 996-5550. Appointments are generally available on Monday, Wednesday, and Friday, with limited Tuesday and Thursday availability.
- Birth certificates (Maryland births from 1939 to present): $25.00 per copy
- Death certificates (filed in Cecil County within 30 days): $25.00 for the first copy; $20.00 for each additional copy
- Accepted payment: cash or credit card only (no checks, no debit cards)
- Applicants must present valid, unexpired government-issued photo ID for same-day service
Maryland law restricts access to birth records for 100 years from the date of birth; only the individual, parents, guardians, or authorized representatives may obtain certified copies. Death records become available to the general public after 20 years, though certified copies are limited to family members or authorized representatives before that period. For records of births before 1939, contact the Maryland Division of Vital Records in Baltimore.
Cecil County Probate Court Records

Types of Probate Records
The Register of Wills maintains estate files (wills, inventories, accounts, and distributions), guardianship petitions and reports, trust documents, and related filings. Maryland law requires that the custodian of any document appearing to be a Last Will and Testament file it promptly with the Register of Wills in the county where the decedent was domiciled at death, even if the will is not being offered for probate. The fee for filing a will or codicil is $5.00.

Small Estates vs. Regular Estates
Estates with probate assets valued at $50,000 or less (or $100,000 or less if the surviving spouse is the sole heir or legatee) qualify as small estates, which have no required fee to the Register of Wills and involve a simplified administrative process. Requesting Probate Records
Probate records may be requested by visiting the Register of Wills office in person, submitting a written request by mail, or contacting the office by phone or fax. Requesters should provide the decedent’s full name, date of death, and estate number if known. Certified copies of probate documents cost $5.50 each from the Clerk’s office. The Register of Wills accepts online payments for estate administration fees through its website.
